A Comparative Study on the telehealth regulations between U.S.A, Australia and Japan for developing the Korean telehealth system

Abstract
This study was designed to recommend national policy related to the telehealth to Korean government based on the comparative analysis of foreign countries laws & regulations on telehealth. Data related to the national telehealth were collected by four countries" article, text, web, regulations and consultation from experts.
The reforms of national telehealth were recommended based on the analysis of the countries" legal system. The items of each area are as follows: background; legal & administration systems; definition of telehealth: practitioners & facilities; user & type of service; payment; legal duty & liability. The comparative analysis showed that some complements are needed for governmental Telehealth Bill. For the growing of telehealth system, legal program have to include the adminstration & financial support; specify the definition & scope of telehealth: apply the insurance; protect the private information; concrete the liabilities between the parties.
In conclusion, the results of this study will contribute to revise the states and improve the national telehealth system in Korea.
